I lived myself quite long time ago in Rwandaor some time. Even then driving around by car was easy. The only problem was you really couldn’t leave your car anywhere unguarded, I always had to find a man who wanted to stay next to my car while I was away, and then I had to pay him something for the service. If not taking a guard, you could find your car without tires and mirors, everything stolen. Is it still like this now?
We definitely had to be conscious of where we parked our car, and sometimes we would plan out in advance where to park (i.e. if we were going on a food tour, the tour company would tell us in advance where we should park), but there were definitely a few times when we parked in a random public place and never had an issue. It seemed like the general guidelines were (1) make sure you’re in a relatively safe area, which we figured out through prior research or talking to our hotel personnel, and (2) don’t leave any visible belongings in the car attended. Otherwise it felt safe!
